A police officer who fatally shot a 16-year-old black boy in the back of the head in a Chicago suburb last June is charged with voluntary manslaughter, prosecutors announced last July. The boy and his father were both involved in domestic violence, and the boy’s girlfriend’s family alleged that the police were out to get her. “For me, I am a person of color … I am a victim,” Emanuel said in a news conference after the shooting. “And this loss is more real to me than most losses I’ve had.” The incident occurred just before 5 a.m. one morning while the teenager went to bed. The police officer, who had been sitting in his car, encountered a man whose car window was broken. A struggle ensued and the suspect, whose name is being withheld, was struck in the head with a Taser. The teen, who was holding a hammer and was suspected of having a machete in his home, was arrested. According to a police report, the teen told officers that the officers had called him a “big n—a,” “monkey,” and the like. (This allegation has not been proven in court.) The case was eventually settled for an undisclosed amount in late August; the boy’s family has not publicly announced the settlement.

In the months preceding the killing, his father had suffered from a series of medical crises, including brain surgery in 1998 and a stroke that left him in a coma. By the time Emanuel became Chicago’s first black mayor, his father’s health suffered as well. When he left the hospital, Emanuel asked his mother, “How many hospitalizations have you had in the last six years?” Emanuel then called the boy’s mother to make a personal appeal: “He looked to me like he didn’t know what to say, and I said, I promise you, you’ve got to tell ’em I love ’em.
