The law now allows the Office of Children’s Issues to take on the role of coordinating an integrated strategy that incorporates other federal programs. This includes a new grant program to investigate cases involving abuse and neglect of children, to improve health-care access for children, and to fund programs that help young offenders.
Why is this so important?
If you can get help for a child who is being abused or neglected, the child can’t fall back into the pattern of abuse and neglect that occurred 10 or 15 years ago. The child can get that help and remain healthy so that the child can reach his or her full potential. The change in policy will allow us to work with our agencies to help kids avoid becoming victims again.

The budget of the DHHS is a top priority for this administration. We’re investing more in this agency’s programing to improve health care. We’re partnering with organizations such as the National Center for Missing and Exploited Children and the Social Security Administration to fund programs, such as community policing, that help protect children from abuse and neglect. We’re also making an investment in youth violence prevention.

We’re committed to funding this program and we’re taking a big step in improving child safety. We’re also making a priority of helping more kids stay in school even when they don’t have a parent. We also want to better care for kids living with disabilities.
What’s happening today?
Today’s announcement was made through a memorandum that was published in the Federal Register. The Office of Children’s Issues is announcing that it has partnered with the Office of National Drug Control Policy to expand the Office of Children’s Services’ mandate to focus on helping disadvantaged kids who would be likely to become victims of abuse or neglect, especially young African-American and Hispanic kids.
In addition, the DHHS is committing $15 million to address issues of child safety for low-income kids—in all of its programs and activities. In addition, the DHHS is committing $50 million in federal funding to help foster the development of youth safety plans for children in foster homes. As this is being published, we haven’t had a lot of time to review the details. But we will have more information as this becomes part of the DHHS budget.
